Yeah, people do make friends by playing games on Roblox. But the point of this game is to make that social part the actual focus, not just a side effect like in most games.
In the game, you can:
- Make new friends
- Call your friends directly inside Roblox
- Chat with random people
- Create and fully customize your own profile (it has tons of cool features)
- Invite people to private voice spaces or join public voice chat servers
- Even receive donations, people can buy donation items in your profile.
Before you could live chat with people cross server, but Roblox introduced the new TextChatService APIs and yep I needed to take it down 
It also has smart filters, like by country, to help you connect with the right people more easily.
And maybe the coolest part? Statuses and Minigames, all inside Roblox.

This was not made to replace social media platforms like Discord, and of course it would NEVER. Its just a Roblox experience with focus on social interactions!
